Action Against Hunger is an International Non-Governmental Organization that is charitable, impartial, non-political,

independent and non-profit making. In Sierra Leone Action Against Hunger opened in 1991.  It overall objective in these contexts is to fight against hunger and this is achieved through the implementation of nutrition, health, food security and water & sanitation (WASH) projects. Action Against Hunger is seeking motivated, dynamic and experienced candidates for the following positions:


Logistics Base Manager   



END OF CONTRACT DATE: 28th February, 2018                                     

STARTING DATE: August 2017

PROBATION PERIOD:     Four (4) Weeks                                                   

SUPERVISED BY: Field Coordinator



GOAL: Implement the logistics policy of the mission to ensure good logistical performance and provide the best possible support to the programs throughout Moyamba district and its environs

  • Provide logistical support in program movement planning to optimise the available fleets
  • Ensure that both vehicles and motorbikes fleets for the programs are functional and in good conditions
  • Carryout frequent visits to program field sites and provide logistical support and advises to optimize resources
  • Support in program equipment management i.e. pumps, generators etc.
  • Provide logistical data for program planning and budgeting i.e. prices, possible markets for various products
  • Ensure program supplies and materials are delivered on time, in right quantity and quality. Communicating any delays or challenges in meeting the program requests
  • Support in distribution planning i.e. distribution site management, material storage etc. when necessary
  • ensuring conformity with Action Against Hunger procedures at each stage of the supply chain
  • performance in respect of costs, quality and timeliness in the supply chain (purchasing, transport, stock) throughout his/her zone advice, information and alerts on the processing of requests to the requesters
  • comprehensive knowledge of the market in his/her zone
  • timely and high quality reporting on his/her area of activity
  • Ensure compliance with tax payments are respected (GST, + withholding and any other tax impose by the National Revenue Authority)
  • Managing framework agreements and contracts on base level, ensure their timely extension and continuous monitoring
  • Accurate archiving of supply chain documents and maintaining audit compliance
  • Controlling deliveries to bases and programs
  • Control stock management (storage conditions, reporting, expiry dates) and stock movements
  • Responsible for monitoring the functionality of the internet connection for the base and communicate with ITC logistician in the capital for support.
  • Ensure data backups for the base are updated
  • Evaluate the ITC needs for the base
  • Equipment management
    • Undertaking or supervising the installation, maintenance and repair of logistical equipment
    • Maintaining an updated  equipment list for the base
    • Assessing the needs for logistical equipment and ensuring proportional allocation
    • Carrying out an inventory and reporting on the state of repairs of property on arrival and departure
    • Supervision of the energy sources i.e. general maintenance and operational hours schedules.
    • Maintenance of an effective network, with local input, on contextual and security matters.
    • Collection and analysis of information, communicating to the Field Coordinator or person in charge of security on possible risk on context analysis and possible measures as per information collected.
    • Provide security briefing and training of Action Against Hunger teams in the base
    • Monitoring the application of security procedures, issuing reminders and alerting the person in charge of the base as and when necessary.
    • Active participation in updating security procedures for the base
      • Defining the Human Resources needs for the Moyamba Logistics team and producing the organisational chart of his/her team
      • Taking part in the recruitment of his/her teams

Organising and leading team meetings

  • Working out and monitoring individual action plans for team members
  • Planning operations, task sharing and coordination of work
  • Providing technical support to the teams
    • Identifying the training needs of team members
    • Devising, organising and leading training sessions

Managing difficulties in the team

Qualification and Experience

  • University degree in, Logistics and Supply Chain management, Business Administration from a recognized university.
  • 3-4 years progressive work experiences in Logistics and Supply Chain Management

Required skills

  • Experience in supply chain management, warehousing and material handling techniques,
  • Excellent time management,
  • communication and customer handling skills
  • excellent negotiation skills
  • Good organizational skills.
  • Good logistics and operational Planning
  • Able to work under pressure and to meet tight deadlines.
  • Budget management capacities.
  • Good computer skills, including Microsoft office: Word, Excel,  PowerPoint and Outlook
  • Good capacity to work in a team.
