General Description of the Program
GOAL has a 16 year presence in Sierra Leone with offices in Western Area, Kenema and Kambia. The GOAL Sierra Leone program contributes to poverty and vulnerability reduction through the implementation of multi-sectoral, integrated programs. GOAL was heavily engaged in all areas of the Ebola Virus Disease (EVD) response, and is now focused on health systems strengthening, while maintaining epidemic and emergency preparedness, in line with Presidential priorities (10-24 month Delivery Plan).
GOAL Sierra Leone currently works in three sectors: Health, WASH, and Child Protection. The GOAL Sierra Leone health program specifically focus on systems strengthening and community level behaviour change programming with the aim of improving maternal & child health, integrated with a Water Sanitation & Hygiene (WASH) program. These complement Child Protection and Empowerment interventions (CEP). GOAL mainstreams gender, child protection, HIV and environment across all programs and operations. GOAL is engaged in direct implementation of activities as well as supporting a mix of national and international partners, including community-based organizations, whom require significant capacity building of operational and technical capacity.
GOAL is also engaged in an NGO consortium as coordinating agency for a multi-partner grant. This grant focuses on child labour, trafficking and decent work, and includes a significant research component.
Purpose of the Role – Overall Objectives
In close coordination with the Assistant Country Director – Programmes (ACD-P) and Country Director (CD), the MEAL Coordinator will:
- Ensure the effective implementation, of MEAL activities across the country programme, with a specific focus on ensuring programme learning informs programme development
- Contribute to the overall planning and strategic direction of GOAL’s programme in Sierra Leone
- Provide leadership, management and technical support to the MEAL team in Sierra Leone,
- Lead and provide in country technical MEAL support in programme development for any new funding opportunities,
- Represent GOAL to national and local authorities, technical working groups, coordination mechanisms and in consortia, as required
- Recruitment and performance management of MEAL staff in coordination with HR in Sierra Leone, London and Dublin.
Lead GOAL’s independent MEAL and Management Information Systems (MIS) team (based in Freetown, Kambia and Kenema) to ensure that activities are carried out in line with the MEAL framework and work plans.
- Ensure all programme areas have a cohesive M&E strategy which allows for an adaptive programme approach, and encourage technical coordinators and other senior staff to engage fully.
- Provide capacity building, technical support and training to the MEAL team based in the districts as well as the Programmes Team and GOAL’s local partners on all areas of MEAL.
- Promote and strengthen the understanding of the importance of MEAL within the country team and the use and /or analysis of MEAL systems during program design and implementation.
- Be an advocate for learning in the programme - ensuring that learning is captured and shared effectively.
- Lead the development of theories of change and logical frameworks. Ensure results are logically linked to impact; review process and performance indicators of the project in view of project goals and objectives.
- Maintain and update an MEAL Framework for the country programme.
- Feed into the overall programme strategy, providing data and analysis as required for strategic purposes and new programme design, including proposal development.
- Ensure that required MEAL equipment, research projects, surveys, evaluations and staffing are budgeted for (in coordination with the ACDP).
Programme monitoring & quality
- Design and review data collection, tracking tools, databases to ensure data quality, reliability and consistency.
- Regularly share monitoring reports with relevant team members and for informed decision making.
- Support the programme team to document and disseminate key lessons learnt.
- Facilitate the programme teams to development minimum quality standards for all key program interventions to strengthen both compliance and quality of the programme.
- Ensure that routine project monitoring takes place on time and that GOAL delivers on all internal and external MEAL requirements in a timely manner and with high quality information.
- Maintain the project indicator tracking reports (ensuring they are submitted quarterly to HQ) and the Recommendations Trackers.
- Oversee the roll out of activities and training within the GOAL Sierra Leone Accountability Framework.
- Oversee the Complaints and Response Mechanism – to ensure effective communication and use of monitoring data and feedback/complaints to improve current programming, including development of agreed recommendations to ensure continual improvements to the quality and appropriateness of programme activities.
- Ensure all serious complaints are escalated as per GOAL procedures.
- Oversee and guide GOAL’s data management procedures – ensure that there is sufficient equipment, staff capacity and software to collect data via mobile data collection, and visualize it appropriately (currently GOAL SL uses the CommCare platform, and presents data using PowerBi).
Research, evaluations & global initiatives
- Coordinate with MEAL Global Advisor on any joint country initiatives or feedback on development of organizational research and evaluation.
- Coordinate with the Global MEAL and technical teams.
- Commission (through a tender or partnership process) or facilitate internally all needs assessments, research and evaluations, working closely with the Technical Coordinators.
- Represent GOAL at relevant coordination meetings.
- Any other relevant tasks at the request of ACD-P.
- At least 1 years of managerial experience with an NGO; in addition to significant MEAL experience
- Experience working with large donors e.g. USAID, Bill and Melinda Gates Foundation, Irish Aid, DfID or similar
- Familiarity with current approaches to MEAL, using both quantitative and qualitative methods
- Proficiency in database development/management, and familiarity with SPSS, EPI-Info, Access, Excel preferred.
- Demonstrated skills in analyzing, interpreting and communicating information to various stakeholders
- Experience using ICT for data collection and information visualization
- Significant experience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling issues)
- Previous experience with leading and managing studies and consultants
- Experience with facilitation, capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth & development
- Ability to transfer knowledge through formal and informal training
- Supervisory experience and management and team building skills
- Excellent planning and organization skills
- Flexibility to work both in a team and independently
- Cultural sensitivity, patience and flexibility
- Fluency in English (written and spoken)
- Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to GOAL’s objectives and policies.
- Master’s degree in related field
- Experience of M&E supporting a systems based (M4P) programme approach
- Experience in West Africa
