Action Against Hunger is an International Non-Governmental Organization that is charitable, impartial, non-political, independent and non-profit making. Action Against Hunger overall objective in these contexts is to fight against hunger and this is achieved through the implementation of nutrition, health, food security and water & sanitation (WASH) projects. Action Against Hunger is seeking motivated, dynamic and experienced candidates for the following positions:

 

Fleet and Facilities Officer

 

DURATION OF CONTRACT: 6 Months                                        

LOCATIONS: Freetown

STARTING DATE:  1st November 2018                                           

END OF CONTRACT DATE: 31st May 2019

PROBATION PERIOD: 3 Months                                                     

SUPERVISED BY: Logistics HoD

NUMBER OF POSITIONS: One (1)

Assignments: Daily management and supervision of the fleet in Freetown Coordination office and support line manager in managing the fleet of vehicles, motorbikes, generators on mission level. Manage the facilities (premises) and ensure they are well maintained and up to safety and security standards of the organisation.

  • Plan and organise Action Against Hunger vehicle movements within Freetown Coordination base and between Freetown and other field offices
  • Plan and organise rental vehicles if required, ensure their proper monitoring and administration through logbooks
  • Ensure that the movement board is updated and movement plans are followed
  • Ensure that maintenance and service schedules for vehicles and generators are in place and respected
  • Monitor fuel intake of Freetown generators, ensure timely maintenance of generators in the office and staff residence in liaison with the mechanic.
  • Compile and monitor monthly fuel consumption reports for vehicles and generators
  • Supervise the fuelling of vehicles, monitor fuel credit at fuel station and fuel stock levels at office and launch the re-ordering process of fuel when minimum stock levels have been met, liaise with Total Station on card allocation.
  • Make sure that the security rules are respected, with special emphasis on usage of safety belts, respect of speed limits by drivers and riders
  • In collaboration with the Supply Chain team organise cargo movements between the bases, ensure that each consignment has accurate documentation as per KitLog standards (Delivery Notes)
  • In liaison with the line manager carry out regular security assessment of compounds, ensure that the building is compliant to the security SOPs, implement  key control policy and safety equipment (fire extinguishers, first aid kits) and security light are up to standards.
  • Work with the external security company on daily issues related to guards, carry out monthly checks to monitor if guards complete Action Against Hunger’s forms correctly (logbooks for vehicles, visitors and generator)
  • Work with electricians on local and HQ level to ensure stable and safe power supply, carry out energy safety assessments under the supervision of line manager when required
  • Follow up on repairs and maintenance tasks on the buildings and any related procurement, raise procurement requests and work with Supply Chain Team on receiving the items.
  • On-site coordination of facility suppliers (construction workers, electricians, plumbers and handymen)
  • day-to-day management of the driver teams (guidance, follow-up, motivation)
  • prepare work plan for the mechanic
  • Taking part in the recruitment of his/her teams
  • Follow up on disciplinary procedures related to drivers
  • Organising and leading monthly driver meetings
  • Manage the schedule for leave planning for drivers and mechanic
  • Facilitate the extension of vehicle and motorbike licences, insurance and registrations.
  • Liaise with the Base logisticians, supply chain team and the licencing agent on timely updating of vehicle documentation
  • Facilitate the contracting of daily workers and their payments as and when necessary
  • In collaboration with the base logisticians organise annual refresher training for drivers on security rules, with special emphasis on usage of safety belts, respect of speed limits by drivers and riders.
  • Ensure that GPS devices are installed and monitor reports and Follow up on any irregularities in GPS reports

 

Educational / Professional Background:

  • BSC/Diploma in Engineering and logistics
  • Professional Background in  supervising fuel usage  and reporting
  • 2-3 years experiences in related field of study

 

Required Competence & Skills:

  • Strong computer skills (Excel, Word, Outlook Express, Internet Explorer), ability to complete reports and calculations using Excel software
  • Proven experience with supervising driver teams
  • Proven experience in fleet management (movement planning and coordinating)
  • Proven experience in planning and supervising maintenance of vehicle, motorbike and generator fleet
  • Proven experience in administering vehicle documentation (insurance, licence, registration)
