Regulation & Enforcement Manager
GOAL is long established in Sierra Leone and has teams in Western Area Urban (Freetown), Kambia, Kenema, Bombali, Koinadugu and Moyamba Districts. We contribute to poverty and vulnerability reduction, and focus on maternal, child and adolescent health, sustainable improvements to rural water supply, urban waste management (in Freetown) and promoting social inclusion and decent work.
GOAL is looking for a highly qualified, motivated and dynamic Sierra Leonean to join our team and work with us and our partners to ensure good management of GOAL’s programme activities in researching and innovating to test sustainable models for the safe collection, transport and disposal of faecal sludge in Freetown. The programme uses a public private sector approach to stimulate private sector provision of FSM services, create demand for those services and stimulates Freetown City Council (FCC) to regulate the sector to decrease the amount of untreated FS being released uncontrolled into residential areas of Freetown
Regulation & Enforcement Manager
Report to: WASH Adviser / FSM Project Manager
The REM role will be involved in a wide range of activities from managing all aspects of institutional support that is provided to Freetown City Council; includes working directly with the FSM Unit of Freetown City Council by supporting the development and adaptation of relevant policies, standards, guidelines and SOPs related to FSM, as well as improving the regulation of FSM service providers.
To succeed in this role, you will have a Degree in public administration, institutional support or development studies or other relevant background with at least three (3) years of working experience in project management, staff development, management training, planning and forecasting, budget management and reporting. Excellent interpersonal and networking and computer skills with sound working knowledge of Microsoft Office.
- Previous work or research experience in WASH
- Knowledge about the existing legislation and bye-laws related to urban sanitation in Freetown
- Previous experience working with Freetown City Council
