Programme Manager, Food Security and livelihoods Programme    


Duty Station: Country Office (with frequent visits to the provinces)



Programme Manager formulates the strategy for the Sierra Leone for agriculture, food security and livelihoods development mission and ensures it implementation in accordance with BRAC policies, donor expectation, local and international legislation. Maintain the overall quality of programme.


Major Responsibility

  1. Coordinates and supervises the program country strategy implementation

  2. Manage overall implementation, monitoring and supervision of agriculture, food security and livestock programme .

  3. Prepare yearly, quarterly and monthly project activity plan as per project proposal and budget.

  4. Manage donor reporting deliverables as per deadline

  5. Support the proposal development and fund raising manager in writing project proposals.

  6. Represents and liaises for operational strategy and program to donors, authorities, UN, NGOs

  7. Organize and facilitate different workshop and training.

  8. Recruit proper project staff and develop their capacity, develop all training module, schedule and tools.

  9. Liaise with government bodies, donors, local authorities, NGOs and other international organization.

  10. Endure support materials among all beneficiaries as per project proposal.

  11. Prepare budget, follow up the expenditure as per budget line and control budget as per allocations.


Key performance indicators

  1. Strategic, annual, operational planning with budgetary implication exists.

  2. Contribute in the development of food security program by assisting concept note, Proposals and mobilizing funds inside and outside the country.

  3. Ensure formalized producers group and build their capacity, ensure quality input support and engage the team in whole value chain actors of crop and livelihood sub sector.

  4. Project of Agric and livestock are implemented according to proposal and budget.

  5. Generate implementing plans, monitoring plans and producing monthly, quarterly, annual reports, income status and maintain project records and events reports, baseline, value chain study.

  6. Supervise, field follow up, capacity building of the program staff on extension and market facilitation, proper assessment of the performance.

  7. Relation and support with donor, ministry, and relevant stakeholders are well communicated.

Person specification

  • Extremely flexible and has the ability to cope with stressful situations. Strong negotiation, interpersonal and organizational skills.

  • Ability to prioritise task and manage time efficiently.

  • Fluency in written and spoken English

  • Willingness and ability to travel within the country and spend days in the field.

  • Willingness to visit beneficiaries in remote area during audit.


Educational Requirements:

  • Bachelor of Science degree and Master of Science degree  in Agriculture or Animal Science from a recognized university.

Required skills

  • Graduate from field of Agriculture and animal science.

  • Experience working with INGO and knowledge on donor project implementation.

  • Communication skill with different stakeholder.

  • Capacity building of local farmer organization and poultry livestock related professional associations.

  • Expert in Participatory Market System Development initiative.

  • Different types of report writing skill.

  • Full working knowledge in English.

  • Computer skills( Microsoft suits and photoshop)

Experience (Including sector/industry):

  • About 6 years job experience in development field for improvement of livelihood of poor farmer through implementing poultry and livestock development projects.

  • Experienced in identify agricultural (especially poultry and livestock) production and marketing related problems for small scale poultry, cattle and dairy producers through value chain development approaches.

  • Experienced in conducting different level of market surveys, value chain analysis of agricultural products (poultry, livestock and dairy).

  • During the service period assigned with senior and mid-level managerial and senior level technical position and to manage and facilitate partner NGO’s to implement project activities.

  • Has a vast experience of organizing rural agricultural trade fair to demonstrate the rural agricultural technology and trading their products to facilitate the rural market.

  • Development of training materials for facilitating marketing and other technical training related to poultry and livestock production, processing and marketing as well as organized, coordinated and facilitated different training for staff & farmers both of partner organization and project.

  • Experienced in establishing effective linkage with different input/ service provider, private sector and GO/ NGO officials.
