Job Summary:

You will provide technical support and analysis in the area of urban Water, Sanitation and Hygiene (WASH), for the Replenish Africa Initiative (RAIN) Project in Freetown in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practice to deliver high-quality programming.

Key Responsibilities:

  • Coordinate and perform various activities in support of project implementation, including but not limited to leading WASH needs assessments and sanitation surveys to identify rehabilitation needs and develop bill of quantities; design and manage construction and rehabilitation activities that respond to assessment findings; supervise and provide quality assurance and control of works carried out by local contractors leading the rehabilitation of water infrastructure.

  • Lead community mobilization for the project and support technical capacity building of key stakeholders within the local government and communities by providing technical training on operations and maintenance, hygiene promotion, wash committee governance for community volunteers, members of WASH committees and relevant authorities.

  • Prepare written weekly reports to share progress on the rehabilitation aspect of the project with key CRS staff, including the weekly collation and analysis of project data; participate in quarterly project review meetings; and coordinate with local NGO and government actors to share information about the project and collaborate as necessary.

  • Support Ministry of Water Resources to monitor drinking water parameters of rehabilitated water points using appropriate field equipment to ensure national standards are meet prior to community use

 

Knowledge, skills, & abilities:

  • Diploma/Degree in Civil Engineering and/or technical areas related to design and construction of water systems.

  • Strong technical knowledge in design and construction of water systems, including boreholes, wells, spring catchment and small-scale gravity schemes/water reticulation systems.

  • Minimum of 2-3 years of work experience in WASH project support for an NGO that involves planning, construction and monitoring of water systems for domestic uses.

  • Experience working with partners, participatory action planning and community engagement.

  • Staff supervision experience a plus.

  • Experience monitoring projects and collecting relevant data.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
