In Sierra Leone, Restless Development has operated at the invitation of the government since 2005, working with and for young people to help the country rebuild from civil war. When Ebola broke out in 2014, it was Restless Development that worked with the next generation of young people – including 3,000 social mobilisers – to reach and build trust with communities across half the country, playing a critical role as the country put an end to the disease.

 

Now, after 2018 elections committed the country to a new national trajectory, Restless Development is working with hundreds of young leaders across the country to unlock the power and agency that exists within communities, strengthen the provision of key services, and build a new future for Sierra Leone. In 2019, Restless Development Sierra Leone is scaling up significantly, and is likely to more than double the scale of its operations with the delivery of two major new programmes.

Restless Development Sierra Leone recently scaled up its programmes portfolio to include several new multi-year projects. This has increased the portfolio to 7 medium to large size projects nationwide, all of which sit within our Health, Leadership, Living and Voice strategic ambitions. The Senior Programmes Manager will be required to provide leadership and guidance to our Voice and Living programmes portfolio, and ensure effective delivery. They will have strong coordination, team management and health technical expertise. The successful candidate will also be a member of the senior leadership team and will be expected to work with the rest of the team to manage the hub’s essential standards, key performance indicators and risks.  

 

KEY PRIORITIES

Leadership 

  • Oversee and support national programming by working closely with Programmes Managers, consortium leads and downstream partners (where relevant).

  • Develop and support mechanisms for effective collaboration with Finance, MEL, Operations, and Administration, within Restless Development Sierra Leone and within downstream partners.

  • Ensure the Sierra Leone Hub meets its Bottom Line Accountabilities relating to internal performance and programmes delivery.

  • Contribute to strategy development and overall management of the Sierra Leone Hub as part of the Senior Leadership Team and Management Team. 

  • Represent Restless Development at stakeholder engagement meetings and present our work when called upon.  

Programme Management 

  • Work with Programme Managers and downstream partners to ensure that all programmes are implemented to the highest quality, in an effective and efficient manner.

  • Be accountable for the implementation of programmes, through Restless Development and downstream partners, against schedules and budgets agreed with donors.

  • Lead the development of internal programme budgets and those of downstream partners.

  • Work closely with the Partnership Manager to develop health and voice proposals for funding. 

  • Work closely with Programme Managers to develop timely and accurate donor reports. 

 

People Management & Risk

  • Assume accountability for the performance of direct line reports, ensuring a minimum frequency for line management meetings of once per month for each line report.

  • Work to support and build the capacity of staff across all units, including mentorship of young people working within the agency.

  • Ensure that effective risk management and safeguarding systems are in place, and that all staff understand and comply with organisational policy.

  • Uphold our safeguarding policy and ensure all programmes staff comply.

  • Be a member of the safeguarding working group and help strengthen safeguarding mechanisms. 

Financial Management and Reporting

  • Maintain budget oversight and support to internal programmes teams in tracking and reporting on income and expenditure against budgets.

  • Ensure all financial donor reports are accurate, high quality, specific, well-communicated and submitted within deadlines. 

  • Support the development of new budgets for concept notes and proposals. 

Other

  • Deputise for Head of Hub when necessary.

  • Collaborate with Restless Development International as required, under the guidance of the Head of Hub.

  • You may occasionally be required to work on weekends and/or public holidays, for which time off in lieu will be granted.

  • Other duties as required, as agreed with the Head of Hub.

SKILLS AND EXPERIENCE

Essential

  • Commitment to Restless Development’s values and mission (available on Restless Development International website).

  • Post Graduate-level degree in relevant field of study or proven relevant experience. 

  • Minimum 3 years’ experience in a leadership role within an NGO/INGO at country level.

  • Proven success in programme leadership and co-ordination, monitoring, evaluation and learning.

  • Experience in budget management across multiple projects, monitoring financial risks, and financial forecasting against plans and targets.

  • Demonstrated ability to manage and interpret organisational data sets suitable for management, board, and global senior management audiences. 

  • Proven success in cultivating relationships with external stakeholders.

  • Experience of oversight of multiple teams and units.

  • Excellent written and oral communication skills in English.

  • Excellent IT skills, especially Excel, Power-point, and Word.

  • Be results oriented and forward-thinking, with demonstrated analytical skills.

  • A role model, able to gain the respect of the management and wider staff team.

Desirable

  • Experience in overseeing nationwide projects.

  • Working knowledge of spoken Krio. 

  • Experience of working with and for young people. 

  • Knowledge of relevant national and international strategies and frameworks in the areas of youth empowerment, sexual and reproductive health, livelihoods and other poverty related global development priorities.

  • Proven success of distance management of field offices
