PROGRAM BACKGROUND

Handicap International / Humanity and Inclusion(HI) is an International NGO which has been working closely with the Government of Sierra Leone, international and national partners in the country since 1996, supporting vulnerable groups and people with disability.  Program areas include capacity building in rehabilitation; advocacy and rights, mother and child health, economic empowerment, mental health, protection and inclusive education. HI is currently implementing projects for the promotion of inclusive education, Mental Health, Accessible and Technical project and a new Protection project.

MISSION: 

Has oversight responsibility for managing all human resource related functions within Handicap International’s Sierra Leone Program (including any staff to be hired in Liberia). Under the direct supervision of the Human Resource & Logistics Manager, he/she ensures that the day-to-day administration and human resources management within the program are well implemented and in line HI rules and procedures

PRINCIPAL RESPONSIBILITIES:

  • Provide advice on human resources matters according to Sierra Leone laws, Liberia Laws and Handicap International internal policies.

  • Lead the recruitment process of new employees and/or contract renewal: announcement, contract, addendum, etc.

  • Lead in the development, implementation and monitoring of staff training and career development programs to address gaps in performance.

  • Support in managing staff appraisals for quality checks and timely delivery of staff appraisals.

  • Ensure adherence to human resources policy and practices, consistent with global policy and compliant with statutory and legislative requirement in Sierra Leone and Liberia.

  • Maintain and update a summary of the labour law for quick reference in supporting staff understanding and compliance.

  • Accurate and input data into payroll system and process for review.

  • Contribute to human resources strategic planning.

  • Ensures staff files are updated, secure and accessible when needed.

  • Manage staff leave and attendance records.

  • Conduct all other human resources administrative activities for the smooth flow of human resource duties.

PROFESSIONAL QUALIFICATION

  • A University Degree in Human Resource Management, Administration, or equivalent in any related field of study (Masters Degree/Additional professional qualification is desirable)

EXPERIENCE

  • At least five (5) years’ experience in HR Management practices in a managerial capacity with an International Organisation/NGO.

  • Good knowledge of Sierra Leone labour laws - especially the Services Trade Group Act of July 2011, Knowledge on Liberian labour laws is a plus.

SKILLS AND CHARACTERISTICS

  • Demonstrated ability to provide strategic advice and input across the organization and senior management teams.

  • Planning, organizing and strong influencing skills.

  • Highly developed teamwork skills.

  • Excellent analytical, oral and written communication skills.

  • Profficiency in Microsoft Excel, Word and Powerpoint

  • Ability to prioritise multiple tasks, autonomy, meet the deadlines and work under pressure.

Expected Start Date: As immediate as possible

Salary: As per HI salary scale 

Probation Period: 3 months

Duration of Contract: Initial one (1) year
