Consultancy Title:           Construction Supervision Engineers x 2 - ISWASTE

Location:                             Freetown, Western Urban Area

Dates:                                   ASAP for 6 months

Purpose:                              Supervision of construction works for the implementation of 7 transfer stations in Freetown.  Construction Supervision Engineer – 2 local consultants with previous experience in providing on site supervision of physical infrastructure construction in buildings including sanitation facilities

Background:

The Freetown City Council is implementing the Improved Solid Waste System project in Freetown with support from the Catholic Relief Services and funding from DFID. The program will be implemented from September 2019 to March 2021 and sets out 3 main specific interventions: (i) construction of 7 transfer station across Freetown (ii) operation and management of transfer stations (iii) capacity building activities and interventions in hard to reach areas.

 

To date, FCC and CRS are identifying and confirming locations for transfer stations for which a tender for construction of transfer stations will be launched soon. Two locations have been confirmed and two others are being assessed and soon confirmed while for 3 other sites activities to identify appropriate locations are ongoing. The transfer stations will serve as transfer points, waste disposal and treatment activities are not envisaged on site or as part of the transfer station systems.

 

Project description:

For improved service delivery, the FCC has broken Freetown into eight geographical blocks. There are forty-eight wards, six in each block. Each ward has four to ten communities. The population of the eight blocks that comprise the ‘Western Urban Area’ (the programme target area) was over 1,055,000 people in 2015. At present, only a small percentage of waste is properly collected and transferred to designated disposal sites.

 

The focus of the programme is predominantly on hard measures of providing technology and infrastructure for solid waste management. This project is aimed at the development and implementation of a strategy for the construction, operation and management of waste transfer stations in Freetown Sierra Leone coupled with interventions in Hard to Reach Areas (HTRAs) to encourage diversion of solid waste away from dumpsites and prevent illegal dumping. An overarching activity is the continuous engagement of Freetown City Council to strengthen their capacity to take over the new system at the end of the program.

 

The transfer stations will only be for the use of tricycle/omolanki/similar waste collection providers. At present, such providers must transport collected waste to either Kissy or Kingtom dumpsites, which is expensive due to fuel costs and increases wear and tear on the tricycles, meaning more frequent and longer periods of breakdown. Due to the existing challenges, such providers sometimes dump collected waste illegally. The transfer stations will be much closer to the providers’ area of operation, reducing overheads and breakdown time, thus increasing service provision and disincentivizing dumping of solid waste. This contributes to a clean and healthy city and reduces flood risk.

 

Objectives:

The main goal and objectives of this position is to support the ISWASTE program with supervision of construction works for transfer stations in Freetown. One Engineer will be responsible for the supervision of construction works on 2 sites. The Engineer will ensure that the contractual clauses, with respect to both quality and quantity of work are respected, and the works are constructed in accordance with the provisions of the construction contract. The consultant will work together with CRS staff and representatives of the Freetown City Council as instructed by the CRS Program Manager.

 

Key Activities:

  • Within two weeks’ time, undertake a review of the Construction Contracts for the purpose of identifying any omissions, which compromise the completeness or consistency of the design.
  • Ensure contractors follow the agreed upon scope of work and bill of quantities at each transfer stations;
  • Conduct all necessary measurements and control the quality of works;
  • Prepare daily monitoring reports for each site;
  • Ensure construction work at the transfer stations are on target with the completion dates;
  • Review and approve contractor’s materials used at each site;
  • Work with contractors to identify problems, solutions and cost to changes in the work if necessary;
  • Prepare certificates of completion for each construction site once the work is completed;
  • Work together with CRS staff, representatives of the Freetown City Council and community representatives during site works as necessary;
  • Participate in preparing bills of quantities and advise contractor(s) on scopes of work, specifications and schedules as needed;
  • Participate and facilitate pre-bid meetings, pre-construction meetings, regular job meetings and site visits meeting;
  • Determine and evaluate the qualities and quantities of equipment and materials required for the work site(s) as needed;
  • Write minutes to all construction related meetings for CRS as needed;
  • Supervise and monitor contractor’s construction work at transfer stations;
  • Represent the program as instructed by CRS Program Manager; 

 

Knowledge and skill requirements:

  • Excellent knowledge and understanding of local standards for construction (legislation, regulations and policies);
  • Excellent verbal and written command of English and Krio;
  • Good social and communication skills;

    • Education, Qualifications:
      • Bachelor’s degree/Diploma in civil engineering and or related fields;
      • Minimum of four years of progressive experience in infrastructure construction; experience in construction of waste management/WASH infrastructure is an advantage.
      • Minimum 2 years of experience overseeing construction and rehabilitation work, preferably in the WASH sector;
      • Competent in the use of computer software packages like MSWord, Excel, Autocad;
      • Competency in building sanitary and hydraulic infrastructures preferred.

Internal: CRS/Sierra Leone Program Manager, Urban Resilience Program Manager, Technical Advisor;

External: Freetown City Council, Ministry of Health and Sanitation, SLRA, community representatives, contractor;

 

Deliverables:

  • Weekly and Monthly activity reports highlighting achievements and challenges to resolve;
  • Daily site monitoring report for every visit with pictures included (and submitted electronically to CRS);
  • Certificate of completion for construction activities consistent with bills of quantity and technical specification contracted by the program;
