Job Title: WASH Program Manager

Duty Station: Makeni 

 

WORLD HOPE INTERNATIONAL OBJECTIVE

World Hope International, a leading Christian NGOs in Sierra Leone in WASH programming interventions among other charity work, is looking to hire an experienced WASH Program Manager.

ROLE PURPOSE:

This role will provide field-focused technical management to WHI WASH interventions. The WASH Program Manager will be expected to lead on programme design and quality, concept notes/proposals and budgeting, coordination, project implementation (with partners), sectoral assessments and support procurement. The post holder will be expected to mentor and/or capacity build the project staff.

Scope of Role:

Reports to: Water & Energy Director-West Africa

Key Areas of Accountability

 

Technical Management 

  • Be responsible for implementation, monitoring and support of assigned infrastructure and/or WASH project(s), in line with activity plan and time frame of project proposal(s) and any applicable national and international guidelines and standards, as well as providing support in developing new standards. 
  • Manage quality construction of all infrastructure structures, ensuring good maintenance and sustainable processes are put in place especially helping to involve as much as possible local communities drawing on similar experience in WASH projects. 
  • Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and programme quality, through frequent visits to field locations and regular reports. 
  • Work towards continual improvement of processes and technical implementation of infrastructure WASH programme. Help implementing a better framework and ensuring quality work. 
  • Provide input into integration of beneficiary participation and accountability in all aspects of the project(s). Facilitate integration of beneficiary participation into existing project(s) framework: committees, random selection of casual laborer’s for interview. 
  • Ensure accurate and timely reporting of activities for internal and external reports (e.g., monthly, quarterly and final reports) as requested by the Leadership. 
  • Input into the development of country strategy, new projects and/or donor proposals on request. Support the WASH projects and budgets to improve project and budget quality and procedures. 

Staff Management 

  • Manage the assigned team including recruitment, management, development and training, appraisals, etc. 
  • Hold monthly team meetings with assigned team, reviewing team and individual objectives and performance, ensuring team members are kept informed of issues to their work and providing an opportunity for feedback. Ensure that team members receive supervision, coaching, mentoring and training in order to develop their personal and professional skills, knowledge and understanding. 

Financial Management 

  • Work with the field team to plan, develop and manage budgets for the assigned project(s). 

Communication and coordination 

  • Develop and maintain transparent and supportive communication structures with assigned team(s) and other stakeholders such as beneficiaries, community leaders, local and national government officials and other NGOs. 
  • Represent WHI at local level coordination meetings involving local authorities, UN agencies and other NGOs. 

Logistics 

  • Manage the correct and timely procurement (within budgetary constraints) of all necessary Infrastructure and WASH supplies and equipment for the assigned activities, ensuring minimum stocks are maintained and items are stored and distributed correctly and timely. 

Quality Management 

  • Implement, within operational constraints, policies and standards relating to current operations including national, and international (e.g., Sphere and HAP) standards, donor guidelines & good practice.

Qualifications

  • BSC Civil engineering, Water Engineering, Public Health, or a related subject/equivalent field experience equivalent.
  • Strong working knowledge of English (spoken and written). 

Experience

  • 5 years post-qualification professional experience in a relevant field  
  • Computer literate with good working knowledge of Microsoft Excel, Word, Power Point and Outlook  
  • Strong Christian commitment. Passionate about serving the poor. Self-motivated  
  • Team-player with good inter-personal skills. Good communicator, able to pass on information efficiently. Willingness to support others and to share workload. Aptitude for community mobilization and capacity-building. 
  • Excellent organizational skills. Able to oversee multiple tasks. Able to prioritize clearly. Able to enforce procedures Able to set clear objectives for staff and to delegate. Committed to consultative and servant-minded leadership. Previous management / leadership experience. Able to take the initiative in project decisions.
