Technical Vocational Education Training (TVET)


Duty Station: Freetown, Sierra Leone

Duration: 3 months  

Tentative start date: 15th September, 2019

Delivery date: 15th December 2019 (with possible extension)



IOM has been operating in Sierra Leone since 2001 (after signing a Cooperation Agreement with the Government) to provide technical assistance and support to the government in demobilization and reparations immediately after the civil war. The Cooperation Agreement provided the Organization the necessary legal basis to adequately respond to the myriads of post-war emergencies as well as several other humanitarian needs engendered by the war. During its inaugural years, IOM Sierra Leone has supported the Government through the implementation of many life-impacting projects such as the Demobilization and Rehabilitation of ex-combatants as well as the Registration and Resettlement of Refugees to third countries. The Organization’s activities have since expanded to other areas of activities which include: capacity building and institutional support to government functionaries; health and border management; emergencies such as the Ebola epidemic and flooding/mudslide disasters; diaspora engagement; counter trafficking; Disaster Risk reduction (DRR); Assisted Voluntary Return and Reintegration (AVRR) etc. The Organization’s humanitarian credential received a boost in late 2014 when it provided its unique technical and human capacity to the Government of Sierra Leone to scale up Ebola Virus Disease (EVD) emergency operations by taking awareness campaign, training of healthcare workers on Infection Prevention Control and (IPC) measures to the furthest interior and Ebola-affected districts of the country which significantly contributed to the international efforts to defeat Ebola in early 2016.  

About core migration activity, IOM has recently assisted the Government of Sierra Leone to repatriate over 1,300 citizens between November 2017 and November 2018. These migrant returnees have been provided basic business management training to enable them to acquire the required skills to manage the income-generating activities they set up through the reintegration entitlement provided to them by the European Union. The basic business management training was organized in collaboration with the Ministry of Gender and Social Welfare.

Since 2019, IOM Sierra Leone launch new project, name is “the Project for Reducing the Risk of Irregular Migration through Employment Promotion and Entrepreneurship Support for the Youth” approved by government of Japan. Sierra Leone faces challenging of many youth irregular migrations to move to Europe through Sahel countries, due to lack of job opportunity in this country. These irregular migrants become easy prey to the machinations of human traffickers and people smugglers, as they become prone to risks including rape, extortion, assault, and kidnapping. IOM try to encourage youth employment and youth entrepreneurship with several private partners, TVET centres incubation centres and government bodies. IOM also encourages to provide different types of sensitization to be aware of real irregular migration to whole of country.


The objective of this consultancy is to provide market-oriented competence-based vocational and education and Training for Sierra Leonean youths.


  • Lead needs assessment of the TVET schools, training needs and capacities to offer market driven skills to TVET graduates.

  • Lead the development of the curriculum modification of the market-oriented competence-based Vocational Education and Training module.  

  • Identify and liaise with the relevant stakeholders, especially private companies to foster collaborations for future potential employment of youth TVET graduates. 

  • Analyze the TVET center’s performance and provide the necessary technical support needed. 

  • Provide training of trainers for the selected TVET lecturers. 

  • Compare the current TVET centers facility and recommend necessary procurement items for training.

  • Organize Joint Coordination Committee (JCC) with government/ private partners. 

  • Develop and keep a record of data related to the project participants.


  •  2,000 vulnerable youth (including 600 young women) will receive market-driven vocational training which is supported by this consultant.


  • Private companies’ skills and gap mapping, to provide necessary human resources with required skills set (3 companies, Sierra Tropical, Socfin and Shankerdas) 

  • TVET Training centres skills and gap mapping (Sumbuya, Freetown, Bo and Kailahun)

  • Training curriculum module based on Private companies’ skills and gap mapping and TVET Training centres skills and gap mapping.

  • Equipment list for expected TVET training centres (Sumbuya, Freetown, Bo and Kailahun,)

DELIVERABLES: the following deliverables are expected at the end of the consultancy period: 

  • Term of Reference of master trainer of TVET training

  • Monthly Report

  • Final Report


Final report is due by 15th December, 2019. Specific timeframe is to be developed by the consultant(s) and discussed and agreed with the IOM Sierra Leone. Consultants should indicate their availability.


Education and Experience:

  • Master’s degree in related field of study with four years of relevant experience with analytical, communication, interpersonal and advocacy skills, sensitive to and awareness of the local development are required. 


  • Fluency in English is required (oral and written).

  • Experience of organizing project based on Competence-Based Vocational Education and Training (CBT) are recommended. 

  • The knowledge of Curriculum Development Based on Vocational Ability Structure (CUDBAS) is advance.
